Ibn Zohr University (UIZ) in Agadir is taking a leadership role in Morocco's strategic vision. The university recently signed two crucial agreements in Dakhla. Specifically, these initiatives aim to boost the nation's digital and energy sovereignty. They also place scientific research at the core of the Southern Provinces' sustainable development. The signing ceremony took place on Friday, November 14, 2025. Key government ministers attended, including the Minister of Digital Transition and the Minister of Energy Transition. Furthermore, the agreements focus on combining advanced technology with clean energy.

"Ighoudar Dakhla": Morocco’s First Green Data Center
This is a pioneering project. It will be the first eco-friendly data center in Morocco's Southern Provinces. The vision is clear: create an integrated digital platform. This platform will host, store, and process both national and international data securely.
Critically, the center emphasizes sustainability. It will operate 100% on renewable energy. In addition, it will use natural cooling techniques. This drastically reduces energy consumption. Therefore, the project enhances Morocco's global competitiveness in the data market. It also establishes Dakhla as a low-carbon economic and digital hub.

The Al-Jazari Institute for AI and Energy Transition
The second agreement focuses on human capital. It involves establishing the "Al-Jazari Institute." This institute is an ambitious academic and research institution.
Its main objective is to train a new generation of experts. These national experts will specialize in Artificial Intelligence (AI), Big Data, and IoT. Specifically, they will apply this knowledge to the energy transition.
UIZ’s Central Role in Research and Development
Ibn Zohr University is the driving force behind the institute. Consequently, the University plays a structural role in the project’s success. It acknowledges that knowledge and human capital are the true engines of transition.
